Consistency of Markov chain quasi-Monte Carlo on continuous state spaces
The random numbers driving Markov chain Monte Carlo (MCMC) simulation are
usually modeled as independent U(0,1) random variables. Tribble [Markov chain
Monte Carlo algorithms using completely uniformly distributed driving sequences
(2007) Stanford Univ.] reports substantial improvements when those random
numbers are replaced by carefully balanced inputs from completely uniformly
distributed sequences. The previous theoretical justification for using
anything other than i.i.d. U(0,1) points shows consistency for estimated means,
but only applies for discrete stationary distributions. We extend those results
to some MCMC algorithms for continuous stationary distributions. The main
motivation is the search for quasi-Monte Carlo versions of MCMC. As a side
benefit, the results also establish consistency for the usual method of using
pseudo-random numbers in place of random ones.Comment: Published in at http://dx.doi.org/10.1214/10-AOS831 the Annals of

Generalized curve fit and plotting (GECAP) program
Program generates graphs on 8 1/2 by 11 inch paper and is designed to be used by engineers and scientists who are not necessarily professional programers. It provides fast and efficient method for display of plotted data without having to generate any additional FORTRAN instructions
How Much Longer Will it Take? A Ten-year Review of the Implementation of United Nations General Assembly Resolutions 61/105, 64/72 and 66/68 on the Management of Bottom Fisheries in Areas Beyond National Jurisdiction
The United Nations General Assembly (UNGA) in 2002 adopted the first in a series of resolutions regarding the conservation of biodiversity in the deep sea. Prompted by seriousconcerns raised by scientists, non-governmental organizations (NGOs) and numerous States, these resolutions progressively committed States to act both individually and through regional fishery management organizations (RFMOs) to either manage bottom fisheries in areas beyond national jurisdiction to prevent significant adverse impacts on deep-sea species, ecosystems and biodiversity or else prohibit bottom fishing from taking place.Ten years have passed since the adoption of resolution 61/105 in 2006, calling on States to take a set of specific actions to manage bottom fisheries in areas beyond national jurisdiction to protect vulnerable marine ecosystems (VMEs) from the adverse impacts of bottom fishing and ensure the sustainability of deep-sea fish stocks. Despite the considerable progress by some RFMOs, there remain significant gaps in the implementation of key elements and commitments in the resolutions. The Deep Sea Conservation Coalition (DSCC) has prepared this report to assist the UNGA in its review in 2016 and to address the following question: How effectively have the resolutions been implemented
A family of filters to search for frequency dependent gravitational wave stochastic backgrounds
We consider a three dimensional family of filters based on broken power law
spectra to search for gravitational wave stochastic backgrounds in the data
from Earth-based laser interferometers. We show that such templates produce the
necessary fitting factor for a wide class of cosmological backgrounds and
astrophysical foregrounds and that the total number of filters required to
search for those signals in the data from first generation laser
interferometers operating at the design sensitivity is fairly smallComment: 4 pages, 4 figures, uses iopart.cls, accepted for publications on

Nitrogen Incorporation in CH_4-N_2 Photochemical Aerosol Produced by Far Ultraviolet Irradiation
Nitrile incorporation into Titan aerosol accompanying hydrocarbon chemistry is thought to be driven by extreme UV wavelengths (λ120 nm is presently unaccounted for in atmospheric photochemical models. We suggest that reaction with CH radicals produced from CH_4 photolysis may provide a mechanism for incorporating N into the molecular structure of the aerosol. Further work is needed to understand the chemistry involved, as these processes may have significant implications for how we view prebiotic chemistry on early Earth and similar planets.
